As rain and thunderstorms pelt the East Coast on Thursday, air traffic controllers continue to call out of work in greater numbers after missing their first full paycheck, causing further delays.

The U.S. Federal Aviation Administration on Tuesday halted traffic at Reagan Washington National Airport after a reported threat against a United Airlines plane.

"You will see mass flight delays, you'll see mass cancellations," Duffy said at a press conference in Philadelphia.
